2016-17 Parking Permit Sale opens on May 1, 2016

Please purchase your permit early. Due to the CAMS building project, there will be a limited number of Maroon permits available this year. Parking permits will sell out. Available permits include:

  • White Permit: $125
  • Blue Permit: $125
  • Maroon Permit: $225
  • Green Permit: $325
  • Gold Permit: $450

All parking rates are subject to final approval by the Board of Regents.

UMD DTA U-Pass Program

Students, staff, and faculty are encouraged to participate in the DTA UPass program. The DTA provides city-wide bus service to and from the UMD campus and anywhere in the Twin Ports with your UMD U-Card.

  • Full-time students are automatically enrolled in this program through the $12.50 per semester Transportation Sustainability Fee.
  • Part-time students who are not assessed the fee may opt-in to purchase the DTA U-Pass for $12.50/semester.
  • Staff and faculty may also opt-in by purchasing a $60.00 annual DTA U-Pass which is valid from July 1, 2016 through June 30, 2017.
  • Bus passes may also be purchased directly from the DTA for $40.00 monthly or $450.00 annually.

The UPass program celebrates 15 Years at UMD with the 6.5 millionth rider on the DTA.

Congratulations to BreannaLee 'Bre' Adams! Bre was passenger 6,500,000 riding the bus on Wednesday, February 24, 2016 at 2:37 p.m. She is a junior at UMD and has been an avid DTA bus rider since arriving as a freshman.

Bre is recognized above by UMD Chancellor Lendley (Lynn) Black and DTA General Manager Dennis Jensen with a special plaque, a gift basket from UMD Stores and a $1,500 travel gift certificate.

All faculty/staff parking permits will be available for purchase beginning Sunday, May 1, 2016. Designated Reserve and Gold permits will be available for pick up in the Parking Services Office (245 KPlz) Monday - Friday, 8:00 a.m. to 4:30 p.m. beginning Wednesday, June 1, 2016. Faculty/staff Maroon, White, and Blue permits will be available for pick up beginning Monday, August 1, 2016.

Parking permits must be attached and visible on the inside lower left driver's side windshield of the vehicle beginning Friday, July 1, 2016 for Designated Reserve and Gold permits and beginning the first day of Fall Semester on Monday, August 29, 2016 for Maroon, White, and Blue permits.

UMD students living off campus during the 2016-17 academic year may purchase a Maroon or a White parking permit online here. UMD students living on campus during the 2016-17 academic year may purchase a Green parking permit online here. All parking permit purchases for commuter students and resident housing students are available beginning Sunday, May 1, 2016.

Maroon and White permits for commuting students are available for pick up in the Parking Services Office (245 KPlz) Monday - Friday, 8:00 a.m. to 4:30 p.m. beginning Monday, August 1, 2016. Green permits for students living on campus that are purchased by Thursday, August 18 will be in your mailbox by move-in day, August 23. If the purchase is made online Friday, August 19 or later, the permit will be available for pickup in the Parking Services office, 245 KPlz, Monday-Friday 8am-4:30pm beginning August 19.

The permit fee will be billed to your UMD student account. Parking permits must be attached and visible on the inside lower left driver's side windshield of the vehicle beginning the first day of Fall Semester on Monday, August 29, 2016.

Accessible Parking

Accessible parking is allowed for up to three (3) hours at a space with a blue accessible parking sign or at any meter for those displaying an accessible license plate or an accessible permit. Other short and long-term modifications are available to faculty, staff, and students with a doctor's referral by contacting Parking Services.

Motorcycle, Moped, and Scooter Parking

Free parking is available for motorcycles, mopeds, and scooters in designated areas only. There are designated motorcycle, moped, and scooter areas in the following lots and locations:

  • Underneath the Dining Center (RDC) on Kirby Drive (This location is unavailable until after August 26, 2016.)
  • Maroon lots B and V2 and Gold lot R3
  • Maroon lot E and Gold lot C (only available from April 1- November 1)
  • Green/Residence lots L1, Q1, Q4, T1, and J2

Motorcycles, mopeds, and scooters must not park on any sidewalks, grass, or at bicycle parking areas.

Parking Enforcement

Parking Regulations

Parking on the UMD campus is regulated by Board of Regents policy and UMD Parking Services policies and procedures.

Parking Violations

Parking enforcement personnel have the authority to issue traffic tags for parking meter and other non-moving violations under the code and the state traffic laws, on property owned, leased or occupied by the University of Minnesota. Such tags have the same force and effect as though issued by a duly appointed qualified and acting peace officer.

Parking Ticket Policy

  • Full payment or written appeal is due within ten (10) calendar days of ticket issuance.
  • Failure to respond within ten (10) calendar days of ticket issuance will result in a $5.00 late fee.
  • Failure to respond within twenty (20) calendar days of the first late notice mailing date will result in an additional $40.00 late fee and enforcement action including:
    • Placement of a hold on the academic record if the violator is a student.
  • Failure to respond within twenty (20) calendar days of the fourth late notice mailing date may result in enforcement action including:
    • Referral to the Minnesota Department of Revenue for revenue recapture as authorized by the Revenue Recapture Act of 1980.
    • Referral to a third-party collection agency.
  • Partial or non-payment of violation(s) and/or any applicable late fees will result in continued employment of all enforcement methods.
  • Violators who have accumulated five (5) parking violations or more, including violations and associated late fees from multiple vehicles, are subject to additional enforcement action including:
    • Application of wheel clamp and/or towing of violatorís vehicle in cooperation with UMD Police Department. Release of the wheel clamp will be authorized upon full payment of all fines and late fees or upon a satisfactory full payment schedule by employee payroll deduction.
    • Denial of all UMD campus parking privileges including the revocation of a current parking permit and the denial to purchase any future permits. Return of campus parking privileges will be granted upon full payment of all fines and late fees or upon a satisfactory full payment schedule by employee payroll deduction.
    • UMD employees who cancel their payroll deduction before full payment is made remain responsible for full payment of all fines and late fees. Failure to provide full payment will result in additional enforcement action.

Tickets issued by UMD Parking or UMD Police come in an orange envelope. UMD Parking only issues tickets for parking violations on campus, but UMD Police may issue tickets for both on and off campus parking violations. The City of Duluth tickets come in lime green envelopes and are only given for off-campus parking violations.

Tickets issued by UMD Parking or UMD Police

Tickets may be contested within 10 days of issuance by contacting Parking Services. Any appeal to the decision on a contested ticket must be made in writing by submitting a completed Parking Appeals Form to Parking Services. An appeal to the decision on a contested parking ticket requires a $5.00 appeals fee due upon completion of the appeals process. All appeals are heard by the Parking Appeals Board consisting of UMD staff, faculty, and students. The decision of the Parking Appeals Board is final and concludes the appeals process.

Failure to respond to the ticket will cause late fees to be added:

  • If not paid within 10 days, a $5.00 late fee will be added.
  • If not paid within 20 days of the first late notice date, an additional $40.00 late fee will be added.

Pay by Cash, Check, or Money Order

Tickets payments may be made by cash, check, or money order. There is no receipt of payment when tickets are paid with cash. Please make checks out to UMD Parking or UMD Police as stated on the ticket. To pay by cash or check, either drop off the payment in the drop box slot outside the Parking Services office at 245 KPlz or mail it to:

DTA U-Pass

Purchase your DTA U-Pass here.

With limited capacity for parking spaces on campus, riding the DTA is a smart choice. No parking hassles, just easy, city-wide DTA bus service to and from the UMD campus and anywhere in the Twin Ports with your UMD U-Card. Thanks to a cooperative effort between UMD and the Duluth Transit Authority (DTA), UMD students, faculty, and staff can use their U-Card to ride DTA buses at extremely discounted rates.

Students are automatically assessed a $12.50 fee each semester which provides unlimited rides. UMD students registered for six or more undergraduate credits, as well as most graduate students, qualify for the U-Pass program. Those students who are not assessed the $12.50 semester fee may opt-in by visiting the Parking Services Office and purchasing the UPass there. The student fall semester pass is valid July 1 - December 31; the student spring semester pass is valid January 1 - June 30.

Faculty and staff may also opt-in and take advantage of the U-Pass program by purchasing a $60 annual pass. The employee annual pass is valid July 1 - June 30 for the year in which it is purchased. You may purchase your DTA U-Pass here.

Present your activated U-Card ID as the bus pass when boarding any DTA bus in the Duluth-Superior area. The U-Card ID is non-transferable and may not be used by anyone other than the cardholder. When used illegally as a fare payment, U-Card IDs will be confiscated by the driver and violators may be prosecuted under MINNESOTA 609.855 "CRIMES AGAINST TRANSIT ACT."

UMD Parking & Transportation Study

A comprehensive parking and transportation study was conducted for the UMD campus by SRF Consulting Group, Inc. in 2015. The purpose of the study was to provide a complete review and analysis of the current and future campus parking and transportation supply and demand as well as the rate structure. Recommendations to meet current and future needs were based on data-driven analysis of benchmarks, best practices, and UMD campus information. The final report was presented to the campus in January 2016.
